Trustee Area 1 Vacancy, Provisional Appointment
Board Member Ygnacio Lua submitted his resignation from his board position effective July 22, 2026. His resignation created a vacancy on the Esparto Unified School District (EUSD) Board of Education.
At its July 22, 2026 regular board meeting, the Board of Trustees discussed and voted unanimously to move forward with a provisional appointment process to fill the current vacancy on the Board. Resolution No. 26/27-2 established procedures for the provisional appointment process, including an application deadline of 12:00 p.m. on Friday August 14, 2026.
Esparto Unified School District publicly announced the vacancy and solicited applications consistent with the Board approved procedures. No applications were received by the established deadline. Subsequent to the deadline, an individual expressed interest in serving in the vacant Trustee Area 1 position.
Because Esparto Unified School District remains within the statutory period to make a provisional appointment, the Board, at its September 10, 2026 special board meeting, amended the procedures established by Resolution No. 26/27-2 to allow the Board to consider an otherwise qualified individual who expressed interest after the original application deadline.
On September 10, 2026, pursuant to Education Code section 5091(a), the Governing Board appointed Emma Guillen as a provisional appointment.
On September 11, 2026, Notice of Provisional Appointment to the Board of Education of the Esparto Unified School District was posted on the district and school websites, posted in two (2) locations in Esparto and one (1) location in Madison and distributed to parents, staff and community via ParentSquare.
Pursuant to California Education Code sections 5091 and 5092, the provisional appointment is subject to a 30-day period during which registered voters of Trustee Area 1 may file a petition with the Yolo County Superintendent of Schools requesting that the vacancy be filled by a special election.
Per Education Code 5093, "a person appointed to fill a vacancy shall hold office only until the next regularly scheduled election for governing board members, whereupon an election shall be held to fill the vacancy for the remainder of the unexpired term." Therefore, if the vacancy is filled by appointment, the seat will be on the November 7, 2028 ballot.
